He ate the pufferfish because he knew it could hurt them, but would never kill them. Unlike the cookie who was positive, but bland and expensive. The animals present are fishes and donkeys. He fishes could be many things sea, water, calmness, amongst other things. But I think it's symbolism is how water is a necessity, like how the person needs the pain and poison from the pufferfish to feel enjoyment. Donkeys are considered worst "horses" animals considered to be fast and active. The donkeys represent the persons blander more lazy side, conflicting with the bouncy fishes.
