My grandmother studied psychology; in the 70s, I believe; and she told me when Freud mentioned pea envy, he didn't mean it in an exclusively phallic way at all. He meant envy toward the characteristics of the opposite sex, which can extend to social or psychological characteristics. It gets taken literally by a lot of people because of how the term was poorly chosen.
