It’s free for all members in the European Union 🇪🇺 and Switzerland. For the rest of the world they have to pay a tuition fee set by each individual public university. Exchange students, PhD candidates (doctoral students), and students on specific special cooperation schemes do not pay tuition. As a Norwegian I know this .
