its not legal for the shop to allow a customer to change his mind mid job and then not pay you btw.

If customer declines work after they approved it isn’t it only fair they pay for the time between approval and decline x2 because of tear down and reassembly time? Not the mechanics fault that customer can’t make grownup decisions

If you start tearing it apart before I approve the quote, that's your own fault. Especially if you're quoting $3000 for the job when your neighbor mechanic is quoting $800 for the same job, I'm declining and bringing it for there (speaking from experience and the $800 fix indeed was all that as needed).
