Betta are labyrinth fish, meaning they can also breathe air! So long as his gills remain shut and scales moist, he’ll be perfectly fine. Probably just taking a nap lol

Your tank has low oxygen levels. Make sure you have a bubbler or 2 in there. Don’t put them next to the filter and get one that’s a low level. Or look into a bio active tank they oxygenate the

Bettas like to rest at the surface because they have a labryinth organ that allows them to get oxygen from the air not just the water but also if your fish is constantly trying to escape the water that’s probably a water quality issue. You need to test for ammonia and nitrates just to rule it out.

not enough oxygen in the tank? needs a filter or something that produces bubbles. my mom’s fish used to do this we were told they “come up for air” when there’s not enough oxygen in the water. Go to a local pet store and ask someone (not petco lol).
