If you ever go to Nigeria, then you will know the desperation that many young people face there. No jobs unless you have money or connections and everything is expensive in many areas. Not every place looks like Abuja with fancy houses -nice roads and grass. When you get outside of the city, you see the market areas where the poor people live. The government could care less the suffering of the people.
