Im a painter. You got lucky. That would have swelled with the moisture of the new paint and ruined everything. Step 1. remove it ALL. 2. PRIMER to allow the new paint to adhere to the old wall. 3. Paint happily.

something changed with sheet rock. use to be just paint it and done. now you have to use special primer so paint sticks.

Peel off what you can ? Anything else go over the edges with Zinster peel stop . Then do a “mist coat” of watered down plain white emulsion , then you can start doing your undercoats and colours as normal .👍, it was caused by poor prep work on the bare plaster 1st time

Need a mist coat first. They clearly didn’t. 50% paint 50% water. Then good to go 👍🏻

Been there, done that. Its such a task or stripping it all back and resealing the plaster to then paint...though it is satisfying when you peal a big bit off 🤣

Scrape it all off, get yourself some Zinsser guardz or some trade contract Matt and water it down and stir throughly to a 50/50 mix. It seals the substrate then use a decent paint

They didn't prime the new plaster , peel it off, wipe the walls down, prime with a mix of white emulsion and water , do 2 coats , then paint

We asked to decorate in private rent we had been in for 2 years and was told "yes but it has to be to a good standard and painted over when you leave"... Then there is us tearing through 3 layers of wallpaper with paint over the top of each layer. Double standards at its finest 👌
