As a person who has worked extensively with carts that move every which way at walmart (front stiff, back stiff, neither stiff) I can confidently say it's way easier if at least one end is stiff. And by stiff, I mean the wheels on said end of the cart are rigid; not multidirectional and limited to backwards and forwards.
