Corporate job growth has slowed from 11% a year in the 2010s to 3% now (Marcellus). Public jobs are rationed by examination. Across railway tests for 59,678 posts, Indian Railways recorded 25 million exam sittings and no leak. For 452 railway police sub-inspector posts, 1,535,635 candidates sat: 3,397 per post. For the 2025 civil service exam, 937,876 applied for 979 places and 576,793 sat. 958 were recommended: one in 602 of those who appeared. Harvard admits about one in 24. The same system decides who may study medicine. On May 3, 2026, 2.27 million candidates sat the medical entrance exam for about 137,000 places, more than half of them private. Investigators found material circulated beforehand that matched up to 120 of 180 questions. The testing agency cancelled the results on May 12. A retest followed 40 days later. The Indian Express counted at least 12 aspirants who died by suicide in between. Reuters found at least 24 exams since 2014 invalidated after leaks. The Indian Express identified 45 major leaks between 2002 and 2025, each affecting at least 100,000 candidates. Only two led to convictions. In May, Chief Justice Surya Kant spoke of unemployed youngsters "like cockroaches" and "parasites of society". The next day he said he had been misquoted and had meant people entering professions with fake degrees. Millions took it as a description of themselves. On July 20, tens of thousands marched on parliament calling themselves cockroaches. Police used batons and tear gas. The education minister resigned. The government announced a review and compensation, and a new law raised the minimum sentence for organised exam fraud from five to seven years.
