The Home Office is now encouraging more people to use Administrative Review. Then when this becomes a norm and they get overwhelmed they change the rules again. I struggle to understand if truly these guys conduct impact assessments to any of their immigration proposals

I struggle to see how it any different from what is applicable today, because if someone didn’t get a COS during the period the Administrative Review was still pending, so is it within 14 days an employer would then issue them a COS?
