You could use pepper spray in a self defense scenario if they were to be aggressive with you but if you initiate or they were running away it depends on the state law but you could get into some trouble. I would still try to file some information with the police.

Does your place have a garage? Amazon has a thing with MyQ and other garage door openers that allow the delivery person to put the package inside your garage

You should definitely file a police report to get it documented. Then have your packages delivered to an Amazon locker or see if you can have packages delivered to the management office
