After comprehensively reviewing the submitted materials and factual circumstances, police concluded that it was difficult to substantiate the allegations of a relationship with the late minor Kim Sae-ron and grooming. Attorney Ko Sang-rok, representing Kim Soo-hyun, explained to Star News: "Under the Child Welfare Act, a 'child' is defined as a person under the age of 18. In this case, the investigation examined whether the claims that Kim Soo-hyun was in a relationship with the late Kim Sae-ron, including the period when she was in her final year of middle school — at which time she was 19 by Korean reckoning but had not yet turned 18 in actual age — were true, and whether any actions violating the Child Welfare Act, such as sexual or emotional abuse, occurred during that process." Meanwhile, Kim Se-eui, starting in March of last year, systematically promoted claims through YouTube broadcasts that Kim Soo-hyun had been in a relationship with the late minor Kim Sae-ron and was responsible for her death.
