Ok, here's the thing though. In some areas where drought is an issue and municipal water sources are in-ground (wells), diverting THIS much water from replenishing the underground aquifers (especially if everyone did it), could legitimately cause a water shortage for the community. I know it sounds extreme but it IS a real issue in some areas. It's not about ownership of the rain. It's a protective, sustainability of a natural resource issue. Again, one person with a small rain barrel, not going to make an impact. But every single house? It would. I'm not saying this is the exact scenario of this specific case. I'm just noting something that many people don't know about.

here in Australia its totally different, new houses require tanks, we use grey water to flush toilets, watering plants or flushing toilets shouldn't use drinking water
