If you mean the shirtless/Russian bathhouse scene in Spider-Man: Brand New Day where Tom Holland’s physique is clearly visible: it is Tom Holland himself, not a stunt double. The strongest source I found is Entertainment Weekly, which interviewed Holland directly about that exact scene. Holland said he actually filmed the scene and even tried dehydrating himself the day before to make his muscles look more defined. There is also production evidence that Holland was personally involved in filming Brand New Day, while stunt doubles were used for particular action work. For example, filming reports specifically identify a stunt double being used during action sequences, distinguishing those shots from Holland’s own scenes. So: Physique in the bathhouse/underwear scene = Tom Holland. Not a stunt double. And yes, he genuinely got noticeably more muscular for this movie. Holland himself discussed his physical preparation, and recent coverage comparing his Spider-Man appearances notes the significant increase in his muscularity.
