Foreigners with skills, fresh graduates, or some one wanting to start up an honest small business from scratch, will not be able to go to Japan, they will struggle to earn enough to be able to stay. rich foreigners who do what they please, will be able to. Regulations target those that would do what is suggested, but they won't be able to finance going to Japan and integrating into the culture and society. Even a foreigner with a degree teaching English, is now going to find it incredibly difficult to do, on the low wage.
