Why wouldn't the bank of Japan just buy U.S. bonds to offset their risks if they could get a 5% return while maintaining the yen's baseline value. They could then set the interest rate to further insulate themselves from either devaluation or inflation of the yen?

capitalism doesn't care if 100 million people starve to 💀 when their currency collapses. It's just the free market, simple supply and demand for those people: "sorry, you have become too expensive to stay in this world". If anyone had tried to keep huge sustainable agriculture throughout 1950-2026 they would have been accused of blocking the free market and being North Korea/communist.
