They tell you to avoid high uv times without sun protection, which is a majority of the day and when there is the least uv (morning and evening) that is when the highest amount of infrared is abundant. Your display of the solar spectrum is illogical, just because UV is not as abundant as say, infrared, that does not mean its not dangerous still, i.e., if I put 1 gram of f3ntanyl into a glass of water it is still highly toxic even though water is good for you. Yes we have fighting mechanisms for DNA damage but why break something to then have to repair it and risk skin cancer. Also you mentioned that NER is linked to our circadian rhythm which may be true but you do not need sun-skin exposure to tune your circadian rhythm, morning sunlight exposure, exercise and meal timing are more than sufficient to have a consistent circadian rhythm.

Just don’t spend too much time in the sun at the peak of day, have free exposure during dawn and dusk while low-moderate exposure when the sun is at its peak, this will favour more than enough UV for important functions like vitamin D synthesis and nitric oxide release while not unnecessarily damaging cells, while getting more than enough infrared exposure

"In isolation". There's multiple studies using sunlight. Sun damages our skin, we have no protection like other animals (fur, scales and etc). use a good quality sunscreen
