actually there was a tsunami , that separated los santos from the continental us , you can see some proofs in barber shops , where there’s a picture of an los santos that is covered by water

can comfirm this because lester in the story while prepping for paleto score, he ask i forgot which crew to wait near the river when in the mission that person goes to the paleto beach. and also other factors is that gta v was meant to be focused more to southern san andreas vibe. this can be confirmed by the website on the game it has which is southern san andreas auto. lester also mentioned other gta v cities like san fierro, liberty city etc and also las venturas and liberty city plate can be used and seen in gta online during one of the tasha auto parts mission or you get somebody's player car with those special plates on ls car meet. this mean that other cities than los santos and blaine county also existed in gta hd universe shared together
