the most ridiculous part of this whole skit is that nobody is just going to their bank records to see if the money had been transferred. client can easily check to see if they money is gone from their account and provide the date it was sent and from what account number and the management company can check to see theygot the payment. Once payment is confirmed it doesn't matter to the customer who fucked up, you just mark the account as paid and remove the late fee, or the Money hasn't moved and you get a new check and wave the late fee because of the confusion. easy. this could be done in ten minutes.
