Target is not pet friendly. A lot of people don’t realize this, but Target legally cannot allow pets inside their stores because they must follow FDA health code regulations. The FDA Food Code prohibits live animals in establishments where food is stored, prepared, served, or sold, and Target sells food which means only trained service animals are permitted inside. On top of that, Target has a corporate policy that states pets are not allowed, and most store entrances have signs reminding customers that only service animals are welcome. Emotional Support Animals, Therapy Dogs, and pets do not have public access rights under the Americans with Disabilities Act (ADA). The ADA defines a service animal strictly as a dog or miniature horse that is trained to perform specific tasks for a person with a disability. Anything outside of that category does not qualify for public access. If you bring a pet into Target, you are violating store policy and federal food safety regulations. If your animal behaves poorly, disrupts the environment, soils the floor, or distracts a working service dog, you could risk someone’s medical safety and potentially cause harm.
