Musician here 👋 You're right. It is a polka rhythm, but the actual category comes down to chord voicing. Obviously it can be used as a burlesque/cabaret backing for more villainous or shady characters, or it can be used as a vamp. Just depends on the context and the chords. Side note, I had no idea so many musicals used this rhythm.

oom-pah! comes from 19th century German brass bands. tuba on the downbeat (oom), horns answering on the offbeat (pah). the name is literally just onomatopoeia for those instruments. spread thru music halls, cabaret, circus music etc
