I believe this specific style is called "Cunty", usually reserved for when a character is about to serve cunt, during the number the character will traditionally eat and leave no crumbs.

You're right. It is a polka rhythm, but the actual category comes down to chord voicing.
Obviously it can be used as a burlesque/cabaret backing for more villainous or shady characters, or it can be used as a vamp. Just depends on the context and the chords.
Side note, I had no idea so many musicals used this rhythm.
