Evaporation cooling is the most energy efficient cooling so looking at one metric is kinda flawed. U can either use water to cool very efficiently or use a very costly closed loop system that uses a tone of energy. In some places where they have a lot of water to the point they don't look for leaks and accept high percentage of losses through leaks. It's more effective and green as the material cost and water usage of energy generation is high. One metric measurement is always bad.

I'm glad someone is saying the important things. I have worked in a data centre in Slough, worked across the road from Virgin, visited Equinex dcs. What is really needed is proper legislation on dcs. Evap cooling should be banned in new builds. Businesses using drinkable water unnecessarily should be surcharged. They should be required to produce annual sustainability reports.

You dodged the elephant in the room which you already tried to brush off. Here are the facts. 1. Data centres in England currently use about 6.6 million litres of drinking water every day. 2. Water companies in England and Wales lose nearly 3 billion litres of water through leaky pipes every day. So 455 times more water is wasted through leaks which is equivalent to 1,592,500 homes daily. You can make arguments for and against data centres but lost water isn't the one because you could force water companies to fix their networks.
