I understand how people will become devoted to a leader who promises rewards for their loyalty, but I don't understand how the lower echelon of followers remain devoted when they receive no tangible rewards? They're still losing jobs, still seeing prices on every day goods rise, they are seeing cuts to social safety nets they themselves rely on, etc. Yet remain devoted. That part, I don't understand.
