Not only would I have taking the puppy to give it a forever loving home . IDE catch the car take a pic of the person’s license and turn them in . Animal abuse is illegal

well if she witnessed it then she had to have gotten a tag and she could have reported them to the police and they would have got them for animal cruelty and that would have gave them time in jail and they deserve it
