It’s not just finance. It’s every dept that has a scorecard. Leaders set the goal at some arbitrary number higher than last year without any input from the team and no funding to make improvements. Then ask the team to explain why they are behind plan. Uh because the target you set without my input is not realistic.

setup the data that feeds into your model so that you have an Executive/Management Adjustment toggle and/or a bridge between the Actuals and the two forecasts(pre and post Executive/Management)

I give my management team 2 weeks to review what I send them. I schedule an automatic reminder at the beginning of week 2. On both of those emails, I put "If I don't receive a response, I'm going to assume I'm perfect. Please note ignoring this will not make it, so you aren't accountable." All of the changes from the budget are highlighted with a note as to why/from who. The first time I did this we talked about the note in a few meetings, so everyone knew what I said. Anyways, it was the second forecast like this and someone didn't respond, and he had to answer for a big miss that he knew about, but just didn't tell me. Anyways, everyone responds now even if everything is good.
