It depends on the context of rebuilding. If the rebuilding means starting a relationship with someone quickly then he is correct but if the rebuilding is means bettering yourself then you dont have to wait.

you don't have time to heal when you have kids that need to be taken care of. Rebuilding doesn't wait when kids need to be put first and now as a single mom you have to do everything alone.

I agree with you, he isn’t correct in my eye. Being “fully healed” are we ever fully healed? I believe we are healed at different levels, but fully is saying 100% which I disagree with.
