Are you sure they didn't call an outsider electrician to work? Cause that's a line voltage ( which means from the 4 wires coming from the electrical pole, they bypass the neutral wire and connect the other three wires to single phase using one of the to serve as the neutral instead of the actual neutral). Or maybe the pole wires don tap each other somewhere.
