An officer decides that's suspicious enough to stop him, presses for ID without ever naming an actual crime, and when the man calmly points out that refusing to give his name isn't a crime either — he's arrested anyway, for obstruction. Declining to identify yourself isn't automatically obstruction when no crime has been articulated in the first place. This is what it looks like when that line gets crossed anyway.
