I believe the Rent Control Department should intensify public education for hostel managers and landlords. Some of them are taking the law into their own hands, disregarding tenants' rights, and acting as though they are above the law. Greater awareness and stricter enforcement of the law are necessary to protect tenants and ensure fairness.
