Why did he not include the part before. If you fear you might fail to give orphan women their ˹due˺ rights ˹if you were to marry them˺, then marry other women of your choice—two, three, or four. But if you are afraid you will fail to maintain justice, then ˹content yourselves with˺ one1 or those ˹bondwomen˺ in your possession.2 This way you are less likely to commit injustice. Allah never says it's better to marry 2 wives rather than 1. They r both about different scenarios they aren't better than one another.

Qur’an 4:129: “And you will never be able to be perfectly just between your wives, even if you strive to do so. So do not incline completely toward one, leaving the other as if she were suspended.” At-Tabari explicitly explains that the justice which is impossible here refers to equality of the heart and of love. A man cannot force his heart to love every wife in exactly the same way. That is not entirely within his control. Al-Qurtubi likewise explains that Qur’an 4:129 refers to the natural inclination of the heart: people do not have the ability to control their hearts to such an extent that they love multiple wives with completely identical feelings.
