I think Blackbeard probably breaks the curve, especially compared to the older Emperors. He scarred Shanks, he's got the same fruit as Whitebeard+the ability to turn off others fruits, and there's something strange about him on top of all that.

no respectfully from feats and statements he's number 1 or 2 beside imu, just comparing his haki to joyboy aside from his feats was enough, beating loki, no diffing an admiral, known as the observation haki killer meaning only he can see the future, that's alot, and we still didn't even see him fight seriously

Shanks is the strongest, but narratively, whitebeard in his entirety(him+his fleet) WAS the unofficial king of the pirates. Whitebeard is definitely the strongest narratively. I believe all emperors are equal in the way that they stand shoulder to shoulder and the top dogs of the pirate world. Big mom and kaido are the 2 weakest of the og emperors, but still big enough threats that even whitebeard knew that he couldn't just rush into wano, it would cause too many casualties

Tbh if you think about it Imu and gaban know just how strong Joy Boy is and then told luffy, “aye lil bro lock in” so even with Luffy being so weak he dod beat kaido so doesnt that make kaido weak in the new world.
