talking about character flaws in Nigeria, pointing out procurement complexity is government problems because price control of comodutie alone can take care of that. If price control is working it makes it obvious and easy for someone issuing out contracts to know the actual cost of items needed for a project. so no one will give you wrong or high quotation for a particular project. However, if government awards contract to any company or person without collecting bribe, he will sue the company, seaz the company and sale it to recover the money.
