Uh, no. A person being arrested is always up to the cop. “Based on your actions,” is a complete and total lie when they’re the ones with unchecked power and authority. The cop can decide whether to steal her freedom from her or not.

If she was stealing, it depends what she was taking. If it was clothes for the child, or food it would be different than jewelry. Looking out for your family during hard times, is more understandable than stealing for vanity.
