It only does that when the seatbelt's not connected. I run my seatbelt behind my seat.

there's a panel under the headlight knob and above the ebrake release, remove that panel and there's a park over ride tab you can pull. pretty handy when you have a dead battery and need to be able to put it in neutral

If you take the panel off the side of the dash or under a panel in your center console there’s a locking tether in there. Pull it until it clicks. It’s the manual override for neutral. Helps with towing. Use your blade key to pop it back into park. -mechanic. Read your manuals people.
