I did my licence in Ontario during covid, you had to do the driving test. but only allowed to if you had gotten the vaccine 2x. Each time we were put on lockdown you had to rebook your road test months in advance. You had to arrive hours before they opened and The line ups were around the building and down the street due to the back log

My daughter took drivers during Covid and very much went in person, even though everything was online did do in person driving and an in person test

This is 100% the way I got my license here in TX back in 2004. I did the home courses and practice hours but only had to do the written test. No driving test. I thought that was normal lol

I’m in Wisconsin and my daughter didn’t test. She was tested by her behind the wheel instructor and we had to send in her hours driving with us.
