i agree, but I also think you get this impression of a ruthless man when he tries to kill you because he's drunk on perceived power. By the time you find him again, he realizes he is in deep crap with the person who survived a 9MM to the dome hunting him down with revenge in their eye

Benny represents a core part of Vegas itself that he embraced when House began the city’s revival…after some risky plays you find yourself on top of the world, thinking you can do anything…so much so that you forget you only win as much as the house lets you, bite that hand and it comes back to you with brass knuckles this time

i always wished that you could keep benny alive to do your bidding because in fames like this you are a pychopath that can kill anyone in your way. so to me it is more fun to take the guy who shot you and turn him into your fearful right hand man. ruling the mojave as a pair of beautiful queens.
