If it’s stuck beyond a grown man not being able to pull it, typically that’s the sign to stop pulling, and there is most likely something wrong with the conduit. Especially underground. In my experience 8 times out of 10 that shit is fucked up. Based on the size of the conduit means the wire is not big at all, meaning it should NEVER be that hard to pull. If conduit is broken or anything, you have every right to make them re run it, it’s not your fault.
