I was this kid because I needed very direct and very clear step-by-step instructions due to serious anxiety. If it was at all vague, then I was asking a thousand questions every time.

My son was in kindergarten and he did this and his teacher made it seem like it was a bad thing because he kept double checking making sure he was doing it right instead of working independently like the others.

Also, this is a symptom of public schooling in general. They do not let children do anything without extreme supervision and permission at each step. This wasn't an issue when I was homeschooled, but as soon as I got to high school it flipped.
