100%! Af the Foreign Service Institute (where I learned Spanish), while we did learn grammar, the focus was on speaking it. We did this for hours in class. And my Spanish got a lot better when I was using it daily in country. It takes a certain level of confidence to use the new language since much of what you will say for the first several months, you will make mistakes.
