It is just like adding salt to water. There is no miracle here. Petrol is the solvent for the pack. If you put salt in petrol it won’t dissolve because it is not a suitable solvent. You made your explanation right by saying using hot food could lead to some of the component dissolving into the food. These packages are basically non-reactive but in the presence of heat some form of reactions can go on.
