Fluorescence simply means a material absorbs UV and emits visible light. It doesn’t tell you whether something is poisonous. Blue speckles are very consistent with optical brighteners and loose paper fibers. Nothing in that image immediately suggests mold, bacteria, or a dangerous chemical contamination.

Toilet paper has blue spots or a blue glow under UV light primarily because of optical brightening agents (OBAs), which are chemicals added during manufacturing to make the paper appear "whiter than white" to the human eye
