Water is a polar molecule, which means that it has a charge on one side and a charge on the other side, similar to a magnet. If you have an abnormal number of ions on your skin or on any surface, then water will more readily adhere to it and appear to make it more wet. Thanks for coming to my TED talk

Without watching the whole video… yes. It can; viscosity is affected by temperature, altitude/depth, pressure. What’s really interesting though is that humans aren’t actually capable of “feeling” wet, we don’t have hygroreceptors

For tap water on the skin, it makes more sense to attribute it to day to day differences of the skin, rather than the water itself. Wetness differs from solution to solution, but the differences between water from the same distribution point just aren't perceptible

I was once told that soap essentially makes water "wetter" because if it breaks down some of the surface tension of the water so more of the actual water molecules interact with more than just other water molecules
