All of the “slow” Ricks used the devil’s telescope without checking it first. “Tall Morty” would not have been able to even get to the Citadel unless he already had a portal gun, which wouldn’t be possible if he was born slow. He used the devils telescope and became mentally challenged, then his Morty took him to the citadel to try to fix it. That’s just a theory… a game theory
