Jesus fulfilled the Old Testament law as taught in Matthew 5:17, meaning believers are under a New Covenant of grace rather than the old system of legal regulations. The command against cutting or marking the skin in Leviticus 19:28 was given to keep Israel separate from surrounding pagan tribes who practiced self-mutilation to mourn the dead or honor false gods. Tattoos are generally not considered a sin for Christians because the Old Testament prohibition refers to pagan mourning rituals, not modern tattoos.
