I think that to her, he's the weakest of all first gen void hunters so she made a joke out of that but the fact is, he's a first gen void hunter and they're all far more powerful then the current void hunters we have now

I don't think she lied, Joyous was the team's technician, his role was intelligence and data, among the Voidhunters he would be the weakest but he was still Voidhunter level. Remielle compared the proxy+pyrois to Joyous, in the last quest we saw that Pyrois can consistently keep up with Remielle in battle and Remielle said that Joyous was a drunk who was constantly hungover, so she probably never saw him fight at his best.

For lore skippers: Remielle only commented on Joyous's character like we saw in her flashback with all the VHs, constantly in search for alcohol, being lazy/half asleep all the time, overreacting himself into fights, BUT in the 2.5 event he talked to us in a very serious tone, so, since 100 years had passed after the remi flashback, Joyous became much stronger, and possibly more aware of his surroundings (or maybe he was always like this and remi didnt notice) and he got in the divine maze. In the event we have been told by Shepherd that "legends say" that he did came out thanks to an invention of him, existing inside the hollow, so hes either trapped inside a room filled with his own data centers like we saw in the 2.5 event but hes alive thanks to this invention or he escaped already and hes alive in this case too, either way hes very capable of fighting since remi didnt see him for so long. I can feel him being playable after so many hints!

Tbh, I really think this is moreso a situation where while Joyous is the least combat focused of the 1st generation VH since he's primarily the scout/navigator/technician, he's still a 1st gen VH, Remi is likely way above him in terms of power, since she's combat-focus, so he's got little prowess compared to her, but Joyous himself is likely still way more powerful than the average agent in his own right, and more than capable of holding his own in a fight if so inclined to bother
