most tire companies that sell tires will not repair a tire within the edge of the of the tire, because it might not seal and that is the only reason that I know of

Its not hard to understand. Its not even MOSTLY a matter of safety. If we repair your tire that has a puncture wound in the unrepairable zone, over time the patch will lift up from the edge due to it riding up the curve of the tire. If that patch comes undone even partially, it will leak. Now you have a upset customer who has returned because they’re tire that was just repaired a few weeks ago is leaking again and now you owe them a tire. Its 100% a liability concern for the company.
