Sun Yat Sen was a naive dreamer and visionary. But that's really what China needed during those times where the old dynasty and its institutions was crumbling, and new warlords were threatening to fracture and prolong the civil war. Without him, China would have fractured into multiple little fiefs, just like after Qin, Han, Jin, and Tang. And external powers already meddling in Chinese affairs would not allow that fracturing to eventually mend. So everyone knew, even if they didn't want a president, they needed him to be president. Yuan Shikai nearly screwed it up

its more complicated then just the “manchu political elite” refusing to surrender power. infact the guangxu emperor invited kang youwei in 1898 for the wuxu reforms, however it was cixi who couped the guangxu emperor in september of that year were said reforms were ended, not all of the qing court was against the reforms. a like-minded figure of yang chongyi had initially supported the reform movement but after the dismissal of li hongzhang he made it his goal to crush them. even yuan shikai according to records called kang youwei his “elder brother” and had close ties towards the reform movement. in conclusion some elites were willing to accept reform but it was cixi who managed to coup ending these reforms. also the whole “confederation” (was actually federation) was almost entirely made up by timothy richard which has very little evidence to prove his case.

sun zhongshan’s letter to li hongzhang wasn’t about a military coup? it was about reforming the qing dynasty and on some accounts sun zhongshan was made a secretary to li hongzhang before he found out he was merely 21 and a doctor to the dismay of li hongzhang. ultimately the letter in 1894 was not about a military coup nor destroying the great qing but rather accepting westernization and industrial capacitys which li hongzhang reportedly had great interest in and 4 years later the wuxu reforms were supported by li hongzhang.
