No need more modern and expensive fighter jets , cos North Korea is not planning to invade anyone, but on the contrary Nkorea is just trying to prevent itself from been invaded or nuked by US, thus allied with Russia and China. And the only weapons they can use to protect itself is some self-proclaimed nuclear missiles which still don't know will work as desired.
