That is a Gaited Horse: its a genetic trait which changes the the rhythm of the horses gait. the result is a 4-step rather than 2-step and smoother ride. Gait genes appear in all breeds of horse.

I believe that is a Tennessee walking horse. they are specifically bred to have a gaite with minimal bounce. I can't really tell because it's a very short loop but it looks a lot like the ones we used to have. also I did not read the blue search at the top until after this was already typed out.

It’s a specific gait that only some gaited horses can do thats called Racking. Normal horses move their legs in diagonal pairs so there’s a little more spring in their steps, where as gaited horses move more like a giraffe in that the left side moves as one pair and the right side moves as a pair- which is why it feels smoother and makes the rider seem like they aren’t moving.
