The census is address to “the residents”. No one’s name is on it, therefore, you can return it to sender. Resident could be your cat dog or budgie not just you and your family. Legally you’re not obliged under the common law, the real law. It would be tossed out of court. Martime law strongholds people’s reality. It should go back to sea where it belongs.
